New in England , how to make a contract or make a short credit?

Hi People !!





I'm new in england , and i juste wanna know something , because i gonne yesterday to make a contract with vodafone network and they did't want do it for me , she sad you can't because you havn't to much point score , she sad you must leave in england more than 3 years and have a minimum of point score in my account ; so if some body can help me i tell me what can i do ?
