on the bottom right corner of your screen there is a little thing u can press that is a little picture of a computer with sound/light waves or something next to it.

press on that and a box comes up. press on ';view wireless networks'; then press on one you see. some have better connection than others. some involve a password. if it is your neighbours network, you will have to ask them for the password.
View the list of available wireless networks, choose your network and start browsing the web, if it is encrypted... type in the password you associated with your wireless network and THEN start browsing the web....

if you can't do either of these things because you do not have the access then we can not help you get around your neighbors security. That would be hacking and would get the answerer flagged for violating the terms and conditions of yahoo answers. Good luck.

Enable your wireless card, if there are available wireless networks your laptop will find them. However all wireless networks are owned by the people that live around you, they are not magically free so you would be stealing from them.
There's no ';local wireless network';. You buy internet access and add a wireless router. Using someone else's wireless signal is very illegal. It could get both you and the person whose signal it is in serious trouble. Then that person would sue you. (That would be on top of the money their provider would be collecting from you and any fine your local jurisdiction would impose for the crimes - illegal access of a computing device and theft of service come immediately to mind.)

Call your telephone or cable TV company and get an internet account.
