How to detect what computers are using a public network?

Hello, I was just wondering how to detect what computers are on a public network. I do not intend to do anything malicious to their computer... It is a public network with no encryption... I can do a manual way but a program would be more helpful... Thanks in advance.How to detect what computers are using a public network?
