I presume you wish to block access to certain types of sites while granting access to others. You may also wish to allow some employees more freedom than othres.
There are many internet filtering products available. Most run on a stand alone appliance while others run from a pc or server.
Since you did not define exactly what you want to do, perhaps you do not understand what is available. My suggestion is that you run a search on internet filters and look at what the marketplace has to offer. Once you see what is there, you can make a more informed choice.

You are talking about building a firewall/router from a PC. This is easily (relatively speaking) done, with free Linux firewalls. Many have built in web servers, email, and lots of network security, including blacklists and anti-malware scans.

If looking at web servers, etc. You will want to look at the higher end firewalls, like Astaro, ClearOS, Endian, Vyatta, etc. All have free ';community'; versions. Most also sell commercial versions, as well as hardware appliances (complete packages).
You need a reasonable powered PC, two network cards, and the .ISO image on a boot CD, and away you go. The hard part is learning how to control the network. Most of these sites have forums where people can help you out...
